Federal workforce technology is entering a new modernization phase as CACI International announced it will serve as one of Oracle’s technology partners on the U.S. Office of Personnel Management’s (OPM) Federal Human Resources Information Technology (HRIT) Modernization contract. Valued at nearly $400 million over 10 years, the initiative seeks to replace multiple aging human resource systems with a centralized cloud-based platform designed to improve operational efficiency, employee experience, and data security across the federal workforce.

The modernization effort positions Oracle Fusion Cloud Human Capital Management (HCM) as the foundation for a government-wide HR platform that will support federal civilian employees, HR professionals, and agency leadership. Oracle will work alongside CACI, Baker Tilly, and Deloitte to implement the system, bringing together enterprise software expertise, systems integration, and public-sector consulting capabilities.

Today, IPPS-A supports more than 1.1 million soldiers, serving as one of the largest integrated military HR platforms in the United States.

Beyond IPPS-A, the partnership has contributed to enterprise modernization programs including the Global Combat Support System–Marine Corps (GCSS-MC), the Defense Agencies Initiative (DAI), and the Defense Enterprise Accounting and Management System (DEAMS) for the U.S. Air Force.
