Insperity is expanding its HRScale solution, combining Workday’s HCM technology with Insperity’s professional employer organization services to help rapidly growing and midsized businesses implement and operate modern HR systems. The move comes as new 3Sixty Insights research suggests many organizations still struggle to extract value from HCM platforms after implementation, creating demand for technology paired with ongoing human expertise.
Human capital management software has become increasingly capable, but many organizations are discovering that buying an HCM platform is only the beginning of the transformation.
Insperity is positioning its HRScale solution around that gap, combining Workday technology with Insperity’s full-service professional employer organization (PEO) model for rapidly growing and midsized businesses. The company says the solution has continued to gain traction since becoming generally available earlier in 2026, with early adopters using the combined technology-and-services model to modernize HR, payroll and workforce management.
The development reflects a broader shift in enterprise HR technology. Instead of treating implementation, configuration and ongoing HR operations as separate problems, service-enabled HCM providers are attempting to bundle software with the expertise needed to operate it.
New research from 3Sixty Insights, cited by Insperity, illustrates why that model is gaining attention. Only 13% of organizations surveyed said they fully use most or all of their HCM platform’s capabilities, while just 12% considered themselves sophisticated HCM users. Meanwhile, 49% said they would pay more for better provider support.
The findings suggest that the HCM capability gap is not necessarily a shortage of software functionality. It can also be an adoption, implementation and operational-support problem.
3Sixty Insights reported that 86% of HCM users in its research experienced issues involving HR, payroll or benefits within their software. The research firm’s subsequent analysis argues that organizations can struggle to realize value when implementation is followed by limited assistance with integrating the technology into day-to-day workflows.
Insperity HRScale is designed around that service layer. Rather than simply reselling or implementing Workday, Insperity combines the platform with its PEO capabilities and HR expertise. The company’s positioning is particularly relevant to midsize businesses that want enterprise-grade HCM functionality but may not have the HRIS teams, payroll specialists and internal technology resources typically available to larger enterprises.
Workday itself has been expanding its focus on midsize organizations. Its Workday GO offering targets small and midsized businesses with HR, payroll and finance on a unified platform, while the company’s broader HCM suite spans core HR, talent, payroll, benefits, workforce management and analytics.
That creates an increasingly competitive market around the question of how much technology and how much managed expertise an organization actually needs.
Large HCM platforms such as Workday, SAP, Oracle, UKG and Dayforce continue to add automation, analytics and AI capabilities. Gartner’s 2026 HCM research describes HCM suites as evolving toward agentic systems designed to orchestrate workforce outcomes across core HR, talent management, HR service management and AI.
Yet greater technical capability can also increase the complexity of getting value from the platform. Configuring workflows, maintaining clean HR data, managing payroll and benefits processes, training managers and employees, and adapting systems to organizational changes all require operational expertise.
This is where Insperity’s approach differs from a software-only HCM deployment. The technology provides the system of record and workflow infrastructure, while the PEO model supplies ongoing HR expertise and operational support.
The company says its early adopter customers have benefited from faster and more cost-effective implementations, although those claims are company-reported and the announcement does not provide a standardized methodology or customer-level implementation benchmarks.
The broader market data nevertheless supports the underlying problem. Gartner’s 2026 HR technology research says AI in HR is maturing and that HR leaders need to prepare for increased demand from the business as new technology capabilities emerge. For midsize businesses, the implications extend beyond software selection. An HCM platform can centralize employee information, automate workflows and support payroll and benefits administration, but those capabilities only produce business value when organizations can configure, adopt and continuously manage them effectively.
That makes implementation services, managed HR operations and customer support increasingly relevant competitive factors in the HCM market.
The 3Sixty Insights findings also point to a potential change in how HR technology buyers evaluate vendors. Feature breadth may remain important, but organizations could increasingly assess providers on adoption support, implementation expertise, ongoing guidance and the ability to connect technology decisions with HR operating processes.
AI adds another dimension. Workday’s current platform strategy incorporates AI agents and automation into HCM, while Gartner expects HCM systems to evolve toward more agentic approaches. For midsize HR teams, however, the value of those capabilities will depend on whether they have the governance, process design and expertise required to use them responsibly.
Insperity HRScale therefore represents a broader trend in HR technology: moving from software as a standalone product toward technology delivered alongside specialized services.
For growing companies, that model can potentially reduce the internal burden of operating complex HR infrastructure. For HCM vendors and service providers, it also creates a competitive battleground around implementation speed, customer adoption and measurable business outcomes rather than simply the number of features available inside the platform.
