Matrix Providers Inc., a leading provider of government healthcare staffing and workforce solutions, is entering a new leadership chapter. Founder Dr. Bill Rivard will transition to Chairman of the Board effective April 1, 2026, while Tricia Brown, currently President and COO, will assume the role of President and CEO.
Dr. Rivard founded Matrix Providers in 2010 with a mission to elevate staffing standards for military treatment facilities and federal healthcare agencies. Under his guidance, the company has grown into a trusted partner supporting facilities across the U.S., Puerto Rico, and Guam. Rivard, a retired U.S. Army Colonel and optometrist, built the organization on performance, quality, and innovation, introducing commercial workforce management practices—including Managed Service Provider (MSP) models—into the federal healthcare sector.

Leadership Continuity
Tricia Brown brings over 30 years of recruiting and staffing experience, including two decades focused on healthcare workforce solutions. She previously held executive roles at AMN Healthcare, Cross Country Healthcare, and Spherion, leading enterprise client services and large-scale workforce initiatives, including FEMA’s national COVID-19 response program.

Advisory Board to Guide Strategic Growth
As part of the transition, Matrix Providers is establishing an advisory board to help guide long-term strategy in the federal healthcare market. The board will include Dr. Rivard as Chairman, Blair Thueson, retired Senior VP of Matrix Providers, and veteran staffing executive Bob Livonius.
The leadership change positions Matrix Providers to continue its growth trajectory while maintaining its focus on high-quality staffing solutions for military and federal healthcare organizations.
