Employee Navigator Bets Big on AI With Velocity Acquisition and New Tools

Benefits administration has long been bogged down by paperwork, data entry, and the dreaded plan build. Employee Navigator is betting artificial intelligence can change that.

The HR tech company today announced the acquisition of Velocity Benefits’ AI-powered plan building software along with two new AI-driven features designed to dramatically speed up benefits administration for brokers and HR teams.

Velocity’s AI Plan Builder Joins Employee Navigator

Velocity’s technology automatically extracts plan details from carrier quotes and insurance documents, then builds those plans inside Employee Navigator. By October 1, 2025, the tool will be fully integrated into the Employee Navigator Marketplace. Velocity will continue supporting brokers through the end of the year, after which Employee Navigator takes over.

For context, Velocity has been building broker-friendly tech on the platform since 2015. “Building an AI-driven plan building solution was our natural next step,” said Joe Duckett, CEO of Velocity Benefits. The acquisition folds that capability directly into a system already used by over 5,000 brokers and 195,000 companies.

Employee Navigator’s Own AI Plan Build Tool

Not content with just one AI solution, Employee Navigator is also rolling out its own AI Plan Build tool in beta on October 15, 2025. Brokers will be able to upload carrier quotes and renewals, automatically generate plans in minutes, and expand into voluntary benefits through integrations with over 500 carriers, payroll systems, and TPAs.

The company claims the tool will slash setup time from three to four hours down to just 10–20 minutes. That’s a game-changer during the high-pressure open enrollment period, when finding skilled plan builders can be nearly impossible.

The beta version will be free in October, with pricing expected to range from $5 to $25 per company depending on file size and plan complexity. Employee Navigator notes that while AI builds are a major leap, the long-term goal remains direct carrier APIs, which combine accuracy with speed.

“Our goal is to let any company offer a Fortune 500-level benefits package,” said George Reese, Founder and CEO of Employee Navigator. “AI plan builds are one of the most significant improvements we’ve made in the last decade.”

A New AI Support Assistant

On top of plan builds, Employee Navigator launched a new AI Support Assistant on September 15, 2025. Trained on tens of thousands of real broker questions, it provides near-instant answers with a claimed 97% accuracy rate. Every response is reviewed by Employee Navigator’s AI team to refine the model daily.

“AI isn’t just about speed—it’s about accuracy and trust,” Reese emphasized.

Why It Matters

With benefits administration becoming increasingly complex, brokers and HR leaders are under pressure to deliver faster, more cost-effective services. Employee Navigator’s AI strategy—spanning plan builds, support, and integrations—aims to position the company as the platform that finally makes benefits administration scalable.

Competitors like Ease and PlanSource have also been experimenting with automation, but Employee Navigator’s blend of acquisitions, in-house AI, and carrier integrations could raise the stakes for the entire market.

The bottom line: brokers may soon spend less time on data entry and more time on strategy—a shift that could redefine the role of benefits administration altogether.
