Cognizant Bets on New AI Job Categories as U.S. Workforce Enters a New Era

Artificial intelligence is moving from an experimental technology into the operating model of the enterprise—and Cognizant is betting that the next phase of the transition will require a new class of workers to make it productive. The technology services company plans to hire 1,500 U.S. college graduates in 2026 while expanding two AI-focused job categories, Frontier Certified Engineers and Frontier Business Operators, to a combined workforce of 15,000.

The announcement, made Sept. 7, positions workforce development as a central part of Cognizant’s enterprise AI strategy. It also reflects a broader shift in HR technology: as AI takes over portions of existing workflows, companies increasingly need people who can design, supervise and improve human-machine processes rather than simply operate traditional software.

Cognizant’s AI workforce strategy

Cognizant says its new Frontier Certified Engineer and Frontier Business Operator roles are designed around the implementation and operation of AI systems in enterprise environments. Rather than treating AI skills as an additional certification layered onto conventional jobs, the company is creating dedicated positions around the technology.

The distinction matters for HR leaders. Generative AI and agentic AI are changing not only how work is performed but also the skills employers need to recruit and develop.

Cognizant says one recent team of Frontier Certified Engineers and Frontier Business Operators redesigned account-management processes for a large food-service company into 17 production AI agents. The resulting workflow reportedly reclaimed about 11 hours per account manager each week. That example illustrates the emerging model: workers increasingly become designers and supervisors of AI-enabled processes while AI systems handle portions of execution.

The company says its workforce strategy will be supported by direct university recruiting, including relationships with the University of Georgia, Arizona State University and the University of Kentucky, alongside its registered apprenticeship work with the U.S. Department of Labor.

Cognizant is also tying the program to the major AI platforms shaping enterprise adoption. It reports more than 15,000 Claude certifications and 5,000 Codex certifications, while Google Cloud is expanding its Gemini Enterprise relationship with the company.

That creates an interesting position for Cognizant. Unlike software vendors such as Microsoft, Google or Salesforce, whose AI products become part of enterprise technology stacks, Cognizant is competing in the implementation layer—the people, processes and services required to put those systems into production.

The bigger HR technology problem

The timing is significant because AI adoption is colliding with a longstanding workforce-skills problem.

Cognizant’s latest New Work, New World 2026 research, conducted with Oxford Economics, estimates that AI could affect 93% of jobs and that approximately $4.5 trillion in U.S. labor value is theoretically exposed to AI-enabled assistance or automation. Cognizant’s methodology measures the potential exposure of tasks rather than predicting that $4.5 trillion of human wages will simply disappear.

Its earlier Oxford Economics model estimated that generative AI could contribute as much as $1.043 trillion in annual U.S. GDP value by 2032 under a high-adoption scenario.

The more immediate challenge for employers is translating that theoretical capacity into productive work.

IDC has warned that AI could contribute to a two-tier workforce, with employees who have access to training and enterprise AI tools gaining advantages over workers who do not. In one 2025 analysis, IDC found that 63% of frontline workers were using AI tools while only 18% of employees had company-provided access, a gap that can encourage workers to turn to unsanctioned consumer AI applications.

That makes workforce technology increasingly inseparable from AI governance, cybersecurity and enterprise software strategy.

From AI experimentation to workforce infrastructure

Cognizant’s strategy extends beyond its own employee base. The company says its Synapse skilling initiative has already surpassed its original target of training one million people, prompting it to raise the goal to two million by 2030. The program was launched in 2023 with an initial target of reaching one million people by the end of 2026.

Cognizant has also joined RAISE US, a bipartisan workforce-transition coalition led by former U.S. Commerce Secretary Gina Raimondo and former Indiana Governor Eric Holcomb. The coalition aims to mobilize $1 billion for worker retraining, redeployment incentives and earn-and-learn pathways, according to Cognizant.

For the HR technology industry, this broadens the definition of an AI transformation project. The technology stack may include Microsoft Copilot, Google Gemini, Anthropic Claude, OpenAI models and enterprise automation platforms, but organizations still need recruiting systems, learning platforms, skills intelligence, workforce analytics and internal mobility programs to make those technologies useful.

What enterprise HR teams should watch

Cognizant’s approach also highlights a strategic tension facing employers. Entry-level roles have traditionally provided the training ground for future managers, specialists and technical professionals. If AI eliminates too many routine junior tasks before organizations create replacement learning pathways, companies could weaken their own talent pipelines.

Cognizant’s answer is to create new entry points around AI itself.

That approach is not unique to Cognizant. Microsoft, Google, Amazon, IBM and Salesforce are all building AI ecosystems that require technical implementation skills, while enterprise HR platforms increasingly incorporate AI into recruiting, learning, workforce planning and employee experience.

The competitive question is therefore shifting from who has the best AI model to who can build an organization capable of using those models safely and productively.

For enterprise HR leaders, that means measuring AI adoption alongside skills readiness. Training completion alone is unlikely to be enough. Companies will need to determine which tasks are being automated, which roles are being redesigned, where human judgment remains essential and whether employees have access to the tools and training required to participate in the new workflows.

Cognizant’s 15,000-person target is significant because it treats those capabilities as a workforce category rather than a temporary transformation project.

The larger test will be whether other employers follow suit—and whether the new AI economy creates enough durable career pathways to offset the disruption caused by automating existing work.

Market Landscape

The HRTech market is moving toward a skills-and-workflow model of AI adoption. Traditional HR software focused on systems of record—recruiting, payroll, performance and employee data. The emerging layer is increasingly concerned with systems of work: identifying tasks AI can perform, redesigning roles around those capabilities, and giving employees the skills to supervise AI-driven workflows.

Cognizant’s strategy sits at the intersection of AI services, workforce transformation, learning and development, talent acquisition and enterprise automation. Its differentiation is less about owning a foundational AI model and more about providing the people and implementation capability around models from Anthropic, OpenAI and Google.

That puts it in a different competitive position from Microsoft, Google and Salesforce while overlapping with global technology-services companies such as IBM and other enterprise AI consultancies.

The workforce challenge is substantial. IDC reported that more than 90% of global enterprises could face critical skills shortages by 2026, while only about one-third of organizations said they were fully prepared for AI-driven ways of working.

For HR departments, the implication is straightforward: AI adoption is becoming a talent-management problem as much as a technology problem.
