ReSource Pro Launches WC Complete for Insurance Growth

ReSource Pro has launched WC Complete, an end-to-end workers’ compensation technology and services offering designed to consolidate policy administration, implementation, data migration, premium audit, loss control and regulatory operations for insurers, MGAs, TPAs and PEOs.

Workers’ compensation insurance remains a complex operational business, with carriers and program administrators often relying on multiple technology platforms, service providers and specialist vendors to manage a single policy lifecycle. ReSource Pro is attempting to simplify that structure with WC Complete, a new offering that combines insurance technology, managed services and operational support under one provider.

The company said WC Complete is designed for managing general agents (MGAs), carriers, program administrators, third-party administrators (TPAs) and professional employer organizations (PEOs) at different stages of growth. The platform brings together ReSource Pro’s proprietary management information system (MIS), technology implementation and data migration services, managed operations, premium audit capabilities and loss control network.

The objective is to reduce the number of handoffs between systems and vendors across the workers’ compensation policy lifecycle.

That is significant in a line of business where policy administration involves more than simply quoting and issuing coverage. Workers’ compensation operations can span underwriting, rating, policy servicing, billing, premium audits, regulatory reporting and renewal. Data generated at one stage can influence decisions later in the policy lifecycle, making integration and data quality important operational considerations.

NCCI’s 2026 State of the Line report illustrates the scale of the market. Workers’ compensation net written premium declined 0.2% in 2025, while the calendar-year combined ratio was 91%. NCCI also reported that lost-time claim frequency fell 2%, while both medical and indemnity claim severity increased 4%.

Against that backdrop, insurers and intermediaries are continuing to invest in operational efficiency rather than treating technology modernization as a standalone IT project.

WC Complete covers eight areas: system implementation; product setup and filings; underwriting and rating; data management and migration; policy servicing; billing and accounting; premium audit and loss control; and regulatory policy operations.

The system can be implemented on a customer’s existing technology platform or on ReSource Pro’s MIS platform, according to the company. Its services also include configuration and testing, quote-to-bind workflows, endorsements, certificates, cancellations, reinstatements and renewals.

Data migration is another major component. ReSource Pro says its data-services operation has migrated more than 1 billion records across more than 60 platforms and 500 projects. The company is positioning that experience as a way for insurers with legacy environments to move data without separating migration work from broader policy operations.

That issue is common across insurance technology. Deloitte’s insurance technology research has identified core modernization as a major industry theme, noting that AI and newer architectures are changing how insurers approach traditional core systems. Its research also points to the complexity created by legacy environments and fragmented platforms.

For workers’ compensation specifically, the operational challenge extends beyond policy administration. Premium audits verify payroll and classification information that can affect exposure-based pricing, while loss-control inspections can feed information into underwriting and renewal decisions.

ReSource Pro says its premium audit and loss-control network is used by 21 of the top 25 U.S. property and casualty carriers and covers more than 2,600 insurance codes. Those figures are company-reported rather than independently verified.

The consolidation approach also has implications for PEOs and workforce technology. PEOs operate at the intersection of employment administration, payroll, benefits and workers’ compensation, meaning policy and exposure data can connect with broader workforce-management processes. A more integrated workers’ compensation infrastructure could therefore reduce some of the data transfers between insurance operations and employment administration.

For MGAs and program administrators, speed to market is another consideration. New insurance programmes typically require product configuration, filings, system setup, underwriting workflows, billing and reporting before policies can be issued. ReSource Pro says WC Complete can help customers bring new lines to market in weeks rather than months, although that timeframe is a company claim and will depend on the complexity of each implementation.

The broader insurance technology market is moving toward integrated operating models. Deloitte’s 2025 Digital Insurance Maturity research, which assessed 93 insurers across 16 markets, found that leading insurers are pursuing integrated, front-to-back transformation rather than isolated digital initiatives. It also identifies generative AI as a technology with potential applications across underwriting, customer service and product innovation.

That trend creates a different competitive environment for insurance software vendors. Policy administration systems, insurtech platforms, systems integrators and business-process providers increasingly overlap as insurers seek to modernize without replacing every legacy component at once.

WC Complete takes the latter approach by combining technology and managed services rather than positioning a new core system as the sole answer to modernization. ReSource Pro says customers can retain their system of choice while using the company’s implementation, data, operational and audit capabilities around it.

For insurers and MGAs, the practical question will be whether consolidating those functions under one provider improves implementation speed, data consistency and operational accountability without reducing flexibility.

As workers’ compensation remains a multistate business with significant regulatory and data requirements, the value of an integrated platform will ultimately depend on how well it handles those operational details. WC Complete represents ReSource Pro’s attempt to make the policy lifecycle itself the product rather than another collection of disconnected technology and services.
