Serveo Deploys AI Workforce Management With Legion

Spanish facilities management company Serveo is expanding its digital transformation strategy with Legion Technologies’ AI-native workforce management platform, targeting scheduling and time-and-attendance processes across its distributed frontline workforce.

Serveo is bringing AI-driven workforce management into its operations across Spain through a strategic partnership with Legion Technologies, adding automated scheduling and time-and-attendance capabilities to an organization employing more than 50,000 people.

The move is aimed at a familiar challenge for large frontline employers: coordinating people, shifts and labor requirements across geographically dispersed operations while maintaining consistency and controlling administrative overhead.

Serveo provides facilities management and infrastructure services across sectors including healthcare, transportation, industrial maintenance and energy efficiency. The company has already been undertaking a broader technology transformation with SAP. An SAP case study says Serveo built a new cloud ERP foundation following its separation from Ferrovial, scaling its workforce infrastructure from 23,000 to nearly 60,000 employees.

The Legion deployment adds a workforce-management layer to that wider digital ecosystem. The platform is designed to forecast labor demand, optimize workforce allocation, generate schedules and manage time and attendance.

That distinction matters. Traditional workforce management systems have often centered on recording hours and administering schedules. Newer AI-native platforms are increasingly attempting to move workforce management upstream, using operational and employee data to determine how many people are needed, when they are needed and which workers are best suited to particular shifts.

Legion’s platform combines demand forecasting, labor optimization and automated scheduling. According to SAP’s description of the integration, SAP SuccessFactors can provide core HR, time-tracking and payroll functions while Legion adds workforce optimization and scheduling capabilities.

For Serveo, the potential value is less about introducing an isolated AI application and more about standardizing workforce processes across a complex operating environment.

Serveo CIO Enrique Moreno Fernandez said the company needed a workforce management platform capable of creating greater consistency in scheduling and time and attendance while establishing a scalable foundation for future growth.

That scalability is particularly relevant to facilities management. Unlike many office-based organizations, facilities providers must coordinate workers across sites with different operating hours, customer requirements, skills and staffing needs. A schedule that works at one location may be unsuitable elsewhere, while changes in demand can create knock-on effects for labor costs and service delivery.

AI-based scheduling can help address some of that complexity by evaluating multiple constraints simultaneously. Legion says its scheduling technology considers business requirements alongside employee skills, preferences, labor rules and budget constraints. SAP describes the platform as capable of using AI for demand forecasting and labor optimization before generating schedules.

The wider workforce technology market is moving in this direction as companies look beyond generative AI assistants toward operational applications that can make decisions or recommendations inside existing business workflows.

IDC reported in 2025 that 63% of frontline workers surveyed were already using AI tools in their jobs, while only 18% of employees said their companies provided access to AI. The research also highlighted concerns among frontline workers around job security and diminishing human input in decision-making.

That creates an important consideration for Serveo and other large employers deploying AI in frontline environments. Automation may improve scheduling efficiency, but employee adoption depends on whether workers see the technology as useful and transparent rather than simply as a mechanism for tighter labor control.

Legion’s employee-facing tools are therefore relevant to the deployment as well. Its WFM platform provides mobile access to schedules, time-off requests and shift management, while its broader product includes time-and-attendance capabilities.

The partnership also illustrates the growing importance of integration in enterprise HR technology. Legion is an SAP Endorsed App and has a pre-built integration with SAP SuccessFactors, allowing organizations to connect workforce optimization with existing HR infrastructure rather than replacing the entire HR technology stack.

For Serveo, the immediate focus is operational: better workforce planning, resource allocation and visibility. The longer-term significance is broader. As large service organizations become more data-driven, workforce management is increasingly becoming part of the enterprise technology architecture rather than a back-office scheduling function.

The success of the deployment will ultimately depend on whether those capabilities translate into measurable improvements in labor utilization, scheduling consistency, service quality and employee experience. For HR and operations leaders managing large distributed workforces, that combination is becoming a more important benchmark for evaluating WFM technology.
